Does peroxide penetrate scabs?

Peroxide cannot penetrate a hardened scab that is very thick, that is bacteria and fungi free, and the scab does not harbor any live anaerobic bacteria. However, peroxide softens dead skin, softens that white smelling stuff under the toe nails, but hydrogen peroxide does not seem to be able to penetrate a very hard, brown colored scab that is “clean.”
