The “debris” is the white dead cells filled with the athlete’s foot fungus. The “bleeding” comes from the open wound. The athlete’s foot fungus tinea pedis eats into the flesh and makes it bleed.
Soak the foot in hydrogen peroxide until the fungus tinea pedis is killed. The debris will loosen and can be more easily removed. Soaking the foot in hydrogen peroxide will heal the open wound and stop the bleeding.
