Substitute R&D service
This is a substitute service launched in 2008 for post graduate master’s and doctorate students subject to compulsory conscription for military service. For those who apply for the program, his military service is shortened to one year and six months, and he is allowed to serve the rest of his term in R&D at a major company.
According to a manpower survey, 80% of those post graduate students with master’s degree or higher polled indicate interest in joining the substitute service program, and 40% of major large companies (capitalized at NT$50,000,000 and more) are willing to offer jobs for applicants. Since 2008, there have been 29,978 master’s and doctorate graduates subject to compulsory conscription for military service who have participated in the substitute service program. Companies who hire them are offering a beginning salary of NT$28,000 a month.
A survey of the companies shows that 39% of them are willing to hire such candidates, 51.8% say such workers are bound by compulsory service and this reduces the risk of job hopping, 30.4% say such candidates are “high quality workers”, and candidates who are graduates from Taiwan University, Cheng Kung University, Chiao Tung University, are preferred by the hiring companies, and 67% of the companies expect these substitute compulsory service candidates to remain at his job for at least two and half years.
In 2016, Taiwanese companies offered 9,000 positions for substitute compulsory serve candidates. In 2015, the actual number of candidates who reported for service was 5,000. In 2016, 800 companies are seeking such substitute compulsory service candidates.
The starting salary of such substitute compulsory service candidates is NT$43,893, 53% more than the average beginning wage of NT$28,596 offered to a master’s degreed job seeker.
Among the hired substitute compulsory service workers, 28.4% receive a salary of between NT$40,000 and NT$45,000, 22.6% receive a salary of between 45,000 and 50,000, and 25.3% receive a salary of above 50,000 a month.
