How the Taiwanese government lies

The question whether to allow the Shen Ao Coal Fired Power Plant to be rebuilt for operation in 2025 depends on how accurate the environmental impact simulations are about PM2.5 pollution.

Operation of the Shen Ao Coal Fired Power Plant will impact 7 cities and counties in northern Taiwan.  They are Taipei City, New Taipei City, Taoyuan City, Keelung City, Hsinchu County, Hsinchu City, and Yilan County.

Taiwan Power says that simulation of PM2.5 pollution from suspended particulates shows 1.933 micrograms per cubic meters in New Taipei City, 1.733 micrograms per cubic meter in Taipei, 0.989 micrograms per cubic meter in Taoyuan, 0.360 micrograms per cubic meter in Keelung, 0.284 micrograms per cubic meter in Hsinchu county, 0.165 micrograms per cubic meter in Hsinchu city, and 0 micrograms per cubic meter in Yilan county.

New Taipei City commissioned the Chung Hsing University’s Environmental Engineering Department to perform air pollution simulations for the same jurisdictions.  Its report shows 6.075 micrograms of suspended particulates per cubic meter in New Taipei City, 6.871 micrograms per cubic meter in Taoyuan City, 7.499 micrograms per cubic meter in Yilan County.  These numbers are 3 to 7 times the government’s figures.

So who is the liar?
