This phrase refers to obnoxious customers of Taiwan, or obnoxious Taiwanese customers.

A Yahoo Taiwan survey of 42,200 responses on May 1-4, 2019, shows that 42.1% think the problem with obnoxious Taiwan customers is “very serious”, 37.3% think it is “somewhat serious”, 12% think it is “not too serious”, 1.3% think it is “absolutely not serious”, and 7.3% “do not know”.  The survey consisted of 43.7% men and 56.3% women.

The survey also asked:  What would you do when confronted by an obnoxious customer?  11.4% say “remain calm”, 21.7% say “try to explain”, 17.1% say “shout back at the obnoxious customer”, 32.9% say “completely ignore that customer”, 7.1% say “Other” and 9.8% say “do not know”.
