Only 85,961 babies born in 1st half of 2019 in Taiwan
In 2018, 182,000 babies were born in Taiwan. The birthrate was 1.06.
In 2003, the birthrate was 1.24.
In 1951, Taiwan’s birthrate was 7. That was when Chiang Kai-shek’s Nationalist soldiers withdrew to Taiwan and married many Taiwanese women. The Nationalist government provided free housing for the families of Nationalist soldiers with Taiwanese wives. The housing “villages” were called 眷村。
The 眷村 children spoke their father’s dialect and Mandarin and did not speak Taiwanese.
Taiwan’s current efforts to de-privatize kindergartens to provide low cost kindergarten for a total of 270,000 toddlers by the year 2024, is facing reluctance from private kindergartens.
De-privatization requires the kindergarten to limit tuition fee to below NT$10,000 per month while the kindergarten teacher’s monthly salary must be higher than NT$29,000. This is why private kindergartens are reluctant to join the program.
What if Taiwan allows the influx of 500,000 female Syrian refugees with their children to fill these de-privatized kindergartens and let the private kindergartens continue without undercutting their revenue?
Once again, an influx of 500,000 female Syrian refugees with their children would solve the kindergarten de-privatization debacle immediately.
