Surprisingly rapid population deletion

Population statistics of newborns in Taiwan since 2008 shows a surprisingly rapid population depletion.

In 2008, 198,733 babies were born in Taiwan.  In 2015, 213,598 babies were born.  In 2016, 208,440 babies were born.  In 2018, 181,601 babies were born.  In 2020, it is estimated that 178,412 babies will be born, and in 2028, it is estimated that 166,300 babies will be born.

From 2000 to 2008, Taiwan’s birthrate declined by -34.91%.  From 2008 to 2016, Taiwan’s birthrate increased by +4.88%.  From 2016 to 2020, Taiwan’s birthrate is expected to decline by -14.41%.

The question is, why does the birthrate decline during the administrations of the Democratic Progress Paerty (2000-2008, 2016-2020) while the birthrate of the Kuomintang administratioins (2008-2016) increased?
